Additional information: The aforementioned contract has been placed using the negotiated procedure without prior publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(i) of the Defence and Security Public Contracts Regulations 2011): In the absence of tenders, suitable tenders or applications in response to a restricted procedure.

The Authority conducted a Restricted competition for the Anechoic Chamber Test Facility GNSS Simulator System. One Tender was received, which, when evaluated following the published evaluation criteria, was deemed non-compliant. It is considered that pursuant to Regulation 16(1)(a)(i) of the Defence and Security Public Contracts Regulations 2011, the Authority concluded negotiations with Spirent Communications PLC to achieve a compliant bid.
