## Description

The Education and Training Foundation \(ETF\) has awarded a contract for the provision of services to deliver an independent process evaluation for workforce development in the mentoring programme area\. The evaluation will consider participants' perceptions of how the programme affects their professional practice, provider performance and learner outcomes\. It will compare the effectiveness of different programme strands in meeting the programme objectives, recommend improvements to strengthen programme quality and impact, and inform future programme investment and design decisions\. The partner will evaluate the mentoring programme area delivered in England by the ETF with DfE grant funding during 2021-22\. The process evaluation will follow HM Treasury evaluation guidance and consider the following: sufficiency of programme resources; programme design and whether it was delivered as intended; unintended issues in programme delivery; whether the programme reached its intended beneficiaries; the quality of programme outputs and participant satisfaction; what worked well and what could be improved; external factors influencing programme delivery and intended beneficiaries\. Evidence will include the following: programme management information; surveys and interviews collecting participants' perceptions of their experience; interviews collecting delivery partners' perceptions of their contributions; interviews collecting programme managers' perceptions of programme design and delivery\. The evaluation will use ETF programme management information and surveys co-designed with and administered by the ETF, in addition to collecting other primary data and analysing secondary data\.
