## Description

The group of HA's are looking to appoint a consultant for Decarbonisation Planning\. Full details are included in the enclosed document Appendix D - Specification\. In brief, we wish to establish a carbon baseline for our organisations against which future progress can be measured\. We also wish to establish a high-level decarbonisation plan for our organisations to reach net zero carbon, and the resource implications for delivering this plan\.
