Description
RSSB intends to procure research that is proposed to assess the feasibility, and potential criteria and mechanisms of an incentivisation scheme for rail, helping to ensure that should such a scheme be introduced, rail is able to steer the direction appropriately. The aim of T1236 is to assess the feasibility of a potential emissions reduction incentivisation scheme for rail. The research aims to answer the following research questions: •Whether incentivisation of emissions reductions should be network wide or just in metropolitan areas, and where the boundaries should typically be? •What level of incentivisation would be required to achieve a reduction in emissions whilst ensuring rail remains competitive compared to other transport modes? •How the incentivisation would be administered and how the funds raised could be used to achieve the required emission reduction? Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
