Local Area Energy Plan (LAEP) - Market Testing Questionnaire

The London Borough of Merton is seeking to undertake a procurement exercise to appoint a qualified consultant to develop a Phase 02 Local Area Energy Plan (LAEP). Phase 02 will focus specifically on Merton, identifying an optimised decarbonisation pathway to meet the borough's 2050 net-zero carbon target. The plan will guide investment in energy infrastructure, building retrofit and inform planning policy, while supporting local decarbonisation efforts. The consultant will also enhance in-house capabilities, develop business cases for proposed projects and ensure interventions are financially viable and aligned with Merton's sustainability goals.
