Description

Cambridgeshire County Council wish to understand in detail the options to deliver multi-modal transport improvements to address current problems and future transport demand on the A505 between Royston and the A11, and in areas that feed into the A505. The study will consider what transport improvements and policy interventions are required to support and enable the continued success of the internationally important life sciences cluster to the southeast of Cambridge, including aspirations for expansion of the Research Campuses and Science Parks. It will also take account of aspirations for new housing in the wider area. Ensuring the study is comprehensively aligned with the Combined Authority's emerging Cambridge Autonomous Metro (CAM) project and the Greater Cambridge Partnership's Cambridge South East Transport Study (CSETS) is fundamental. This commission will deliver an overarching Preliminary Strategic Outline Business Case (PSOBC) for the study area, and then subject to satisfactory performance and completion of the PSOBC, carry out Options Assessment work for specific interventions emerging through the study and scheme development, able to inform future Strategic Outline Business Case development. The approach must adopt an overall assessment framework that is fully consistent with DfT guidance and the PSOBC must be prepared in line with HM Treasury's '5-Case' model. This contract is a call-off from the ESPO Framework 664-Consultancy Services Lot 5: Highways, Transport and Logistics.
