Review and evidence for the effectiveness of the incentive and regulatory tool framework for a changing rail infrastructure manager

Produce a gap analysis of ORR's incentive framework by mapping the dominant incentives which influence decisions linked to outcomes (duties) for the UK body responsible for rail infrastructure as an organisation and individuals. These should include those incentives controlled by ORR and external to the regulatory framework.
