Description

Rutland County Council intends to provide an educational psychology service to commence on 01 September 2018. Education Psychology is a statutory provision required under the Children and Families Act 2014 and the Special Educational Need and Disability (SEND) Code of Practice 2015. The Educational Psychology Service supports the effective implementation of this legislation and the delivery of the legal timescales for education, health and care (EHC) assessments and plans under the Act. Educational Psychologists carry out assessments of children to understand their cognitive and emotional needs and to provide expert advice to practitioners to inform the most appropriate intervention and educational provision for children and young people with SEND. The service will consist of fixed price core services: • Statutory work: assessments as part of statutory Education, Health and Care assessments, plans, target cohorts and legal work. • Priority work: including, but not limited to: assessments of Children Looked After; court ordered assessment; transfers. The service may also include additional services: • Non-core work: services offered to schools which are not statutory including training, observations and early assessments The proposed contract length is 3 (three) years, starting on 01 September 2018, with the option to extend annually for a further 2 (two) years. This will be subject to satisfactory performance, and enable need and capacity to be reviewed. The maximum contract period will be 5 (five) years ending on 31 August 2023. The contract value will be set against a fixed price amount of £88,000 per year for core services with an additional annual maximum value of £20,000 for additional services. The total maximum contract value over 5 (five) years will be £540,000.
