Description
The council owns and manages a district heating scheme serving council properties at Devonshire Street, Clifton Street, Derby Street, Cardigan Place, Goldsmith Street, Langley Walk, Midland Walk, Napier Place, Old Palace Road and Russell Street in Norwich. The procurement was necessary to upgrade the internal heating systems serving the 248 council operated dwellings due to age, obsolescence and condition. The works will extend the life expectancy of the internal district heating system ensuring a reliable and serviceable system for the next 20 years. The contract was procured via Eastern Procurement Ltd (EPL) who are a not-for-profit organisation offering specialist compliant framework agreements, social landlords and other public sector bodies, predominantly in the Eastern region. The council are owner members of EPL and work closely with them to create bespoke procurement frameworks. The frameworks promote value for money for the council and also include SMEs and local suppliers .A mini-competition exercise through the heating servicing, repairs, maintenance and installation works framework provided by EPL was explored with the seven framework suppliers.
