Description
This tender opportunity seeks to identify a provider to carry out a review of options 1-7 set out in the Heritage Works Options Appraisal Study (May 2010) to assess the deliverability of each in the current climate. An appraisal shall also be made of SAVE Britain's Heritage strategy for the site produced in February 2012 (SAVE will be available for interview about their proposal). Any additional options deemed to be worthy of further exploration shall be identified and assessed. The appraisal of each option shall include an assessment of repair costs, conversion costs and indicative end values for each option, leading to the identification of any financial gap. As part of the analysis, consideration should be given to different funding options (including enabling development), ownership models and planning considerations. In order to ensure that the appraisal is based on up-to-date information, the following discrete elements of work will need to be undertaken: Condition survey; Conversion costs and market evaluation appraisal; Exploration of funding options; Ownership model analysis; Review of Significance; Planning constraints/opportunities; and, Security/access.
