18. The purpose of this study is to consider the benefits of extending the M65 to form an additional trans-Pennine route. The study will undertake high level transport modelling to look at the relative order of magnitude of benefits and ensure strategic option(s) and components identified that achieve the objectives are deliverable, affordable and offer value for money.
