A combined discovery-and-alpha phase for the National Leadership Centre to: 1\. map available data about public service leadership, identify gaps, and deliver options for bringing it together as a service including how to access it, during discovery; and 2\. develop multiple prototypes for visualising and analysing the data, during alpha\.
