EARLY YEARS TRADED SERVICES – CONSULTANCY REPORT

As a result of the Department for Education’s proposals on an Early Years National Funding Formula, Blackpool Council is planning to develop a traded service offer that local nursery providers could choose to buy into. Blackpool Council is seeking to engage a consultant who will develop a service offer (or offers) ready to go to the market to cover development support and training to providers.The offer will need to take into account Blackpool Council’s financial costs, competitor prices (including other local authorities and private companies) and market research with local nursery settings to gauge interest and commitment for buying council services. The final proposals will need to incorporate a pricing policy that seeks to optimise the potential income to the council.
