## Description

The Commissioner requires an online system for the promotion of packages of care \(both home care and care homes including extra care\) to a set group of providers\. This system must be secure, allow access for commissioners, practitioners and providers, and be able to be used for both home care and care home packages, extra care and others in agreement with the commissioner etc\.
