The reason for the waiver is to; 1. Enable the creation of a multi-agency soft threshold hub 2. Fund a link worker for Changing Lives who will provide front of house support for the extra capacity that will be created 3. To enable Changing Lives to establish a bespoke, consolidated support for vulnerable women in a separate location to Princes Street which will improve services to vulnerable women in Doncaster 4.
