Consultant support to appraise existing WY\+Y highway maintenance practices against government guidelines; undertake gap analysis and present recommendations to districts authorities for attaining maximum government funding\. Outputs 1\. Self-assessment report for each district 2\. Gap-analysis report for improvements 3\. Recommendations report for improved highway maintenance practice and delivery programme\.
