## Description

Gloucester City Council, Cheltenham Borough Council and Tewkesbury Borough Council have worked in partnership to prepare the Joint Core Strategy \(JCS\)\. This is a strategic level plan covering the three local authority areas and was adopted in December 2017\. Notwithstanding this, the partnership continues and the JCS authorities are now in the early stages of undertaking a review of the plan\. This piece of work relates the retail and city / town centre strategy and planning policies of the plan, an immediate review of which was required by the Inspector's final report \(extract provided at Appendix 1\)\. The successful tenderer will support the Council's in preparing the evidence base and throughout the plan-making process from issues and options through to Examination in Public and adoption\. The following is for the Joint Core Strategy \(JCS\) City/Town Centre retail review\. As part of the JCS adoption \(and hence soundness\) the Inspector recommended a recalculation of the retail need and so a policy review\. This is an immediate requirement and services, based this brief is the next step in that process\.
