Description
The aim of this commission is to understand the feasibility of providing a commercially operated car club in Luton. The council requires consultancy services to help appraise the opportunity of a car club and make recommendations for the council to consider. The key outputs of this study include: • Analysis of the council's policy, strategy and emerging developments in the context of delivering a town wide car club • Analysis of different business/operational models, including concession and traditional agreements with analysis and their likelihood of success in Luton • Analysis of local context and sociodemographic data to determine likely demand and scale of operation • Analysis of concession agreement • A review of different car club approaches (e.g. commercial or community led) and how they link with the strategic context The council requires following list of deliverables:
