IBCA requires 5-10 x Clinical Advisors to be within a pool of workers for IBCA, ready to make 'balance of probabilities' judgments based on the available clinical evidence, including historic and partial evidence \(Clinical Advisors will not make decisions but will, with their clinical expertise, support the Claims Manager with who will be the ultimate decision maker\)
