Ofgem is looking for legal advice in relation to: * Necessary powers and risks which the regulator will require - Licence issue - mechanic and interaction with BEIS - Modifications to licences during different phases *Interaction concerns - Using amendment to Gas Act approach and any obvious concerns with respect to other energy licences - Subsidies - GSP - Potential storage regime (RAB? Subsidies?) * Regime design and contagion - High level strategic concerns around direction of travel for regime, to advise steering economic advisor and Steering Board - Potential contagion risks for other energy and CCUS licensees
