## Description

Strategic Outline Case/ Options Appraisal that assesses the potential private finance models that could be used, tests VfM and incorporates the advisor's knowledge of the private sector market \(construction/equity/debt\) to ensure there would be appetite for a programme and outlines possible delivery timescales\. This work requires the specialist knowledge of the private sector and their appetite and requirements of the private finance market including that of investors \( equity and debt \) and the construction industry \. The external financial advisory sector understand this vital element of the requirement as well as the different models of delivery across different sectors and jurisdictions that is not available internally\.
