However, any selection of tenderers will be based solely on the criteria set out for the procurement. Chelmsford City Council is establishing a Dynamic Purchasing System (DPS) for the management of Interim Temporary Accommodation to Homeless People and Families. Providers of Accommodation, Landlords, and B&B Operators are asked to apply for a place on the DPS so that the Council can create a broad range of accommodation options. The DPS will initially be solely used by Chelmsford City Council but may be expanded to be available to other Essex based Councils who exercise the statutory emergency housing service. The DPS will begin to operate on 1st January 2020 for a four year period.
