CPU1844 - Lot 1 - Social Investor - Social Impact Bond for People with Learning Disabilities with Complex Needs

Oxfordshire County Council (OCC) is using a Social Impact Bond as a vehicle to fund services for people with learning disabilities with complex needs to move them from high-cost placements to supported living. Lot 1 covers the selection of a social investor to provide up-front funding for the service provider (Lot 2) or a Special Purpose Vehicle (SPV) where this is required (i.e. the Council will not be entering into a direct contract with the social investor). Candidates interested in Lot 1 must apply via the Council's e-tendering portal (SE Business Portal) at https://sebp.due-north.com/. The Council intends to appoint a single social investor to work with the service provider appointed in Lot 2 - SIB Service Provider and the purpose of the social investment is to provide capital to fund the service. The return date for submissions for Lot 1 is 12 noon on 19th May 2017.
