## Description

Derbyshire County Council and Derby City Councils \(the Councils\) requirements for an ITSO certified bureau for smart card production and fulfilment services\. The Councils have a statutory duty to provide English National Concessionary Travel Scheme \(ENCTS\) cards to eligible applicants within their respective administrative boundaries\. The initial focus of this contract will be to produce ENCTS cards and cards for the b\_line scheme, which is a travel, discount and library card scheme for young people living in Derbyshire and Derby City\.
