Implement and embed the new target operating model \(TOM\), working with divisions in the directorate; for example to ensure the processes and governance forums underpinning the TOM are working effectively; to work with divisions to create examples of how projects will work under the new TOM to aid staff understanding; to consider the best approach to communicating the new TOM, service offering and capabilities to users across DfE
