Car Club Provision for TWBC

Tunbridge Wells Borough Council (the Authority) is inviting tenders from suitably qualified operators for the provision of a 'back to base' car club scheme. This will be a concession contract with an initial term of 3 years, with the option of 2 further annual extensions. The Authority will not be providing financial support for the scheme, with the exception of payment of invoices for staff use of the scheme (which is outside of the scope of this contract) and the funding of dedicated Car Club parking provisions (TRO, Lining and Signage).

The scheme will be based upon a pay as you go membership 'Car Club', which will be used by the general public and ad hoc by the Authority's employees conducting Council business as part of a corporate membership. The Authority do not bloc book any of the vehicles and Council staff are expected to book vehicles in the same way as other car club members.

Car clubs have economic, social, corporate and environmental benefits which enable the Authority to deliver their policy aims and corporate goals, whilst enabling residents and businesses to make more sustainable travel choices, support modal shift and encourage active travel.
