Prepare for and carry out the Pre-discovery to scope out the domestic procurement environments to produce clear mapping of the legal and regulatory frameworks in place Develop an evaluation methodology for 10 countries in scope, to allow 3 to be selected for pre-discovery during the remainder of the 2017-18 financial year, followed by proposed delivery phases of work Strengthen the economic case and further develop the full business case to submit to the FCO Prosperity Fund Board and SIRO for sign off and approval Develop requirements for delivery partner(s) in the 3 countries, including early market engagement Analyse and write up pre-discovery findings and outcomes, and update discovery / delivery plans Engage in stakeholder mapping and relationship building with key ministerial and official counterparts Scope out the requirements for the team that will take this piece of work forward and establish the right capabilities to execute the plan for the proposed delivery phases of work from April 2018 onwards.
