Oracle licences and support for the NHS BSA This requirement of Oracle Licences and Support will ensure that the NHSBSA has business continuity for critical systems\. A memorandum of understanding \(MoU\) for the procurement of Oracle Services has been established by Crown Commercial Services \(CCS\) which NHSBSA are named on\. Award of a contract without prior publication of a call for competition in the cases listed below The services can be provided only by a particular economic operator for the following reason: - absence of competition for technical reasons Explanation: Oracle Corporation has sole technical rights to their products, and competition is absent here for technical reasons in any event i\.e\. a memorandum of understanding \(MoU\) for the procurement of Oracle Services has been established by crown commercial services \(CCS\) which NHSBSA are named on\.
