Walsall Council is seeking a suitably knowledgeable and qualified consultant to provide an options appraisal of the following 4 models for operating Walsall's waste facilities: o Out-sourced operation for a contractor to operate both sites - current model. o In-house operation where the Council directly operates both sites. o Operation via an 'at arm's length' limited company solely owned by the Council. o A joint venture, sharing the site with another organisation (either public or private sector).
