Work description

The Office for National Statistics (ONS) makes estimates of household expenditure on cars as a component of National Accounts and is published in Consumer Trends as a part of the total expenditure on 07.1.1 Motor cars. To assist in these estimates it wishes to establish fully representative prices (recommended retail price inclusive of VAT) for the list of cars sold/registered each quarter. The Department for Transport (DfT) provides ONS a volume list. This list is very detailed (volume by make, model detail, engine size, body type and manufacturer month) and contains an average of 193000 rows of data to be priced. The ONS requires a price for each model listed by the DfT. Where no exact price match can be found, the contractor will be expected to provide the lowest level average price available. The ONS will also require that the number of exact matches is identified, to maintain the standard of data being delivered. The lowest level average data is required for non matches in order to maintain accuracy and quality of the estimates produced. This also ensures continuity in the data. This data will be also used for the ONS Prices Division to construct a sample frame from which to select a sample (and weights).
