This contract was awarded under the Negotiated Procedure Without Prior Publication of a Contract Notice pursuant to Article 32(2)(b)(iii) of Directive 2014/24/EU (Regulation 32(2)(b)(iii) of the Public Contracts Regulations 2015). This is for reasons that 1Spatial Group Limited are the only company who can carry out the services relating to their software elements of the Mercator Cartographic Production System on Technical Grounds, with an element of Exclusive Rights. The Contract has already been awarded and this notice is being published to meet Transparency obligations only.
