Work description
The evaluation has four main objectives, listed in order of priority: i. Relevance: To test whether the theory of change and assumptions (below) underlying the programme's approach are valid, specifically whether the focus on partnerships with the private sectors has led to increased effectiveness regarding sustainable economic opportunities for the target population. ii. Effectiveness: To assess how effective the programme has been, also in responding to changing political and economic circumstances, and whether its approach is relevant for sectors outside the extractives industries. iii. Efficiency: To suggest relevant measurements of programme efficiency and use those to assess whether the programme provides value for money (i.e. maximum impact for money invested). iv. Sustainability: To assess the potential for achieving sustainability using the E4D/SOGA approach and identify pathways to reaching scale and replication.
