## Description

The Education and Training Foundation \(ETF\) has awarded a contract for the provision of services: to develop a theory of change involving a diverse range of stakeholders\. The successful supplier had demonstrable experience of managing and taking account of complexity, both in terms of working with complex organisations and/or representing the complex environments and systems that organisations work in\. Experience of system change approaches and highly effective project management skills was advantageous\.
