Wigan Council aims to commission collaborative partner(s) to work on the development of a refreshed strategic vision. This will allow us to: o Identify and retain the many strengths we have developed as a council through 'The Deal' over the past decade. o Respond effectively to the challenges we are now facing. o Identify our priorities for the future and be equipped with the skills and tools to effectively address these. o To put us in the right place to build a refreshed movement with purpose and intent Our partner(s) will: • Identify an approach to embed themselves with us and establish a process to carry out a fundamental review of what works and what's missing; • Lead, with our support and learning, on a deep engagement approach in our communities - both to create a product to inform our refreshed approach, and embed a legacy for ongoing listening and shared learning and response. • Help us, alongside our communities, partners and workforce to establish a refreshed commitment as relevant to today as the Deal was in 2012; • Leave us with new skills and tools to embed practical approaches that fully realise our refreshed approach; creating the momentum, excitement and belief for widespread adaption and adoption. Wigan Council invites creative and experienced organisations with a track record in facilitating change, innovation, research and participation to work in partnership with us. This will be to provide expertise and act as critical friend as we refresh our strategic intent. Due to the wide scope of the commission we are likely to work with a number of organisations with varying areas of expertise to support on the process. We also welcome joint bids from partnerships of organisations. The maximum budget allocated for this project (excluding VAT) is £30,000 per partner. We will commission up to a maximum of three organisations.
