The evaluation has two main objectives:

- to review and determine the effectiveness of SBS as an aid modality in the education sector, which is an external evaluation of GRZ/CP interactions (summative) - to assist the GRZ to evaluate an element of its own policy (teacher deployment/retention), and build up evaluation skills in Zambia as part of capacity development for integrated, evidence-based and results-focused planning, management and accountability. This is an internal formative evaluation.
