## Description

This piece of work will analyse will map out a framework for double devolution from principal to parish and town councils\. It will dig deeper into what the future role of town and parish councils might look like in local areas and establish a benchmark for what double devolution across service areas could look like if fully realised\. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises \(SMEs\)\. However, any selection of tenderers will be based solely on the criteria set out for the procurement\.
