## Description

This qualitative and quantitative research will support the development of effective communication to boost take up of Help to Save among the eligible population\. It will develop a segmentation of the eligible population, and explore motivations and barriers to saving, to develop an effective communication strategy\. Additional information: This contract was let as part of a mini competition under the Pan-Government Market Research Framework\.
