Construction Dover White Cliff's IBF (SR730621974)

A Two-Stage approach will be adopted for the construction of the Inland Border Facility at Dover at Dover White Clifffs.

Stage 1 : Pre-Construction Services Agreement (PCSA) - tendering the overheads and profit approx. 10% of final contract value; during the PCSA the contractor to develop and cost the design on an open book basis with HMRC's consultants (3 quotes must be obtained for subcontracted packages.)

Stage 2: Contractors Sum - agreement of the contractors fixed price to build the IBF. At this stage if HMRC consultants are not able to recommend the contractors sum HMRC retain the option to tender the contractors final design.
