Work description

The North Yorkshire Police, Fire and Crime Commissioner, Philip Allott is producing a Police and Crime Plan (P&C Plan) to set his strategy and priorities for North Yorkshire Police (NYP) for the next three years 2022-2025. He is also producing a Fire and Rescue Plan (F&R Plan) to set his strategy and priorities for North Yorkshire Fire and Rescue Service (NYFRS) for the next three years 2022-2025.

The Office of the Police, Fire and Crime Commissioner (OPFCC) is seeking an agency to develop and run a single research programme to provide the basis for a new P&C Plan and a new F&R Plan and gather robust public opinion to inform future priorities for the two Plans. The successful agency will undertake an analysis of the evidence that will contribute to the two Plans, and conduct public and partner, stakeholder and employee consultation regarding priorities for the two Plans.

The agency will be required to meet the code of conduct set out by the Market Research Society and to comply with national best practice; design and undertake a large representative survey of the county's residents and businesses and set up and facilitate initial insight working groups and stakeholder focus groups as part of the consultation. The agency will deliver two final reports, one on each of the proposed Plans (P&C Plan and F&R Plan). It will also deliver an interim report on the progress and outcomes of the consultations for each Plan.
