Description
Cambridgeshire & Peterborough Combined Authority (CPCA) is seeking a qualified multidisciplinary team to undertake an exciting and innovative project to help define the strategic future for buses in the region. Calling off the ESPO framework 664 LOT 5. The 2017 Bus Services Act gives CPCA significant new powers to change the way that bus services are delivered, and the forecast doubling of its economic output over the next 25 years provides a great opportunity to fashion bus services in a way that enhances that growth at the same time as addressing local needs and delivering environmental and social benefits. The appointed team will build on work already delivered, the CPCA Local Transport Plan and data provided by existing bus operators in the region to create a vision for bus service delivery in the CPCA area and develop comparative business cases for a number of operational models for the delivery of that vision, including Franchising, Enhanced Partnership and Advanced Quality Partnership as described in the Bus Services Act. This work will be run in parallel with the ongoing delivery of tactical improvements in the bus network by negotiation with bus operators in a 'business as usual' mode; this project will draw on this experience as appropriate. The vision and business cases will be developed with meaningful stakeholder and community engagement and will form the basis of a mayoral decision on the strategic future approach for bus delivery in early 2021. The outputs from this assignment will be subject to independent audit and public consultation before this decision is made This procurement is for a lead consultant accessible via the ESPO procurement framework. Bidders are encouraged to partner with others as subcontractors to deliver a team that is capable of meeting all the requirements set out in this specification.
