## Description

Homes England, in close partnership with the London Borough of Croydon, commissioned Deloitte to undertake a detailed study into residential-led stalled development sites across Croydon\. The aim of this study is to understand why sites are stalling\. Understanding the location, characteristics, and barriers to delivery of sites will directly inform Croydon's delivery strategy\.
