Description
Birmingham City Council requires a supplier for the provision of real-time air quality monitoring units to be located in three areas of Birmingham City Centre that have been identified as having air quality problems. The provider will be expected to: o Identify appropriate locations for sensors in each of the three areas, based on the specification of the sensor being used. The sensors are to be used for monitoring air quality on the road network, with the potential for traffic signal timing to be changed based on the information given. Therefore, an explanation of why the locations have been chosen and the potential issues (e.g. where street canyons are not ideal) is required. Note that this exercise will be refined by the winning bidder after the award of the tender (e.g. due to site issues), so these locations will not be binding. o Identify the type of sensor they will use, stating it's accuracy and which types of pollution can be monitored. o Install sensors and related equipment on site, and carry out testing to show that they are working. o Ensure a thorough maintenance and repair plan in place with individuals responsible. Factor in the need for components to be periodically refreshed in order to maintain sensor accuracy. o Explain how data will be provided for onward processing and analysis. It is expected that data will be available via a web API suitable for machine to machine interface. As long as the specification for this API is explained, there is no need to discuss integration into the city-council's equipment. GUI front-end is not a requirement, although it is understood that many systems provide this as standard. This contract will be for a period of three years commencing 1 May 2018 until 30th April 2021.
