Work description
The department of Environmental and Community Protection (ECP) is a Regulatory Service and is made up of 3 teams, Corporate Health and Safety, Environmental Health and Operations which includes Waste Crime Enforcement, Public Space Protection Order management & enforcement and Animal Welfare.
The Council's current enforcement team is increasingly involved in the time-consuming management of more complex and wide ranging environmental cases such as fly tipping, commercial waste, illegal burning and abandoned vehicles. This doesn't leave sufficient resources for a sustained high visibility presence on observational offences such as Public Spaces Protection Orders (PSPO) and littering enforcement that is required to effect ongoing behavioural change.
Dacorum Borough Council have therefore made the decision to enter into a short term pilot contract (with the option to extend if successful) with a specialist private sector contractor to deliver a Public Spaces Protection Order and Littering Enforcement Contract in the Borough of Dacorum. The 12 month pilot will provide data for analysis and consideration prior to any permanent solution being implemented.
