## Description

Highways England \(HE\) has been reviewing the management of the Designated Funds programme, and the delivery of outputs against targets\. This has involved an internal audit report and two external reviews of the issues needing to be resolved\. This has generated an As Is report and a high level implementation plan for the mitigation activities, which categorises the key requirements in to 6 themes: Communication & engagement, Interpretation & understanding, Reporting, Governance & process, Resource & Strategy As a result HE have further identified the need for consultancy services to support the development and improvement of the Communication & Engagement theme\.
