The contract is for work of exceptional urgency caused by unforeseeable circumstances, where competitive tendering would cause unacceptable delay, e.g. following a flood event, storm, fire, etc.

An extension to an existing contract (RBGKEW/601) to ensure continuity of service whilst a competitive tender exercise is carried out, where it can be demonstrated that the delay in mounting a competitive exercise was caused by circumstances beyond reasonable control.
