Short Course Data Base (SCDB) Audit Extensions Feature

Description

Create extension feature to enable certificates to be extended due to the COVID 19 pandemic, where the course approval date must remain the same. This was not part of the original scope for the Short Course database project but has since become an essential feature that the system must have due to the ongoing pandemic. In addition, other new features will enable the short course admin team to have greater ownership over the database, will remove the reliance on PDMS and associated changes for T&M work.
