Work description

Croydon Council seeks applications from suitability experienced providers of Residential, Nursing and Extra Care services.

The purpose of the Service is to provide care, support and stimulation to those people in the client group for whom it is not appropriate, either in the short or longer term, to live in their own home. The Service Provider should offer Residents the opportunity to enhance their quality of life by providing a safe, manageable and comfortable home environment.

This Contract is split into two lots as detailed below:

LOT 1: Residential and Nursing Care Heavers Court: registered nursing home for over 65s, dementia, learning disabilities, mental health conditions and physical disabilities

Addington Heights: registered nursing home for over 65s, dementia, learning disabilities, mental health conditions and physical disabilities

Langley Oaks: registered residential home for over 65s, dementia, learning disabilities, mental health conditions and physical disabilities

The Council is procuring this Contract under the light touch regime and is adapting it to enable it to procure the services it requires.

The Council reserves the right, subject to the provisions of the Public Contracts Regulations 2015 to change without notice the basis of any part of the procurement process or to cancel the procurement at any time and not proceed with the award of any contract at any stage of the procurement process. The Council has identified that the proposed service provision falls within the scope of "social and other specific services" set out within Schedule 3 of the Public Contracts Regulations 2015 (Regulations)). Consequently, the so-called Light Touch Regime will apply to this procurement. The Council is orientating this procurement towards an open procedure as described in Regulation 27 of the Regulations but using a "light touch" approach. The Council does not hold itself bound by the Regulations except to the extent that they apply to the light touch regime as set out in Regulations 74 to 76 of the Regulations.
