Off-Payroll Reform Agencies

The core objectives of this research project are:

- To understand the effects of the 2017 off-payroll working rules reform on agencies and to provide insights into how contractors may have been impacted. - To understand what further support agencies might need on the off-payroll working rules ahead of the changes in April 2021. - To understand any early effects of the 2021 reform.
