Saturn Network Build

Following on from the recent work undertaken by Pell Frischmann on the creation of a Strategic Outline Business Case and Appraisal Specification Report (ASR) there is an opportunity to partially construct the SATURN model required for the 'Economic Case' of an Outline Business Case in accordance with the ASR.\r \r The work to be commissioned will be to create the 'Network' for different scenarios to be appraised. This is a logical preparatory step to take in the modelling at this time as the latter phases of model build will require data input, some of which is still being collated (eg. Mobile Network Data collection is running in parallel). The aim is to take the model build as far as possible in preparation for the receipt of data at which time further work will be required/commissioned
