TENDER FOR PROVISION OF DIGITAL PLATFORM, IMPROVED INTEGRATION AND SINGLE CUSTOMER VIEW Our vision Digital Transformation underpins Basingstoke and Deane Borough Council’s priorities. As stated in the Council Plan 2016-2020 we have a commitment to create an organisation capable of delivering change. “Speeding up processes, transactions and decisions and improving customer access to services will be a key part of making our council as open and helpful to the residents we serve as possible. Using the latest technology will be an important element in becoming more efficient and effective as a council.” The key objective of our digital transformation is to deliver a powerful, seamless, accessible, 24/7 service to our customers, putting them at the heart of our service delivery. The purpose of this opportunity is the procurement and implementation of an integrated digital platform to sit at the heart of the council’s business and system architecture. The council also wants to achieve a complete view of the customer from multiple data sources and to increase efficiency with system integration providing automatic update of data across multiple systems. This procurement has been divided into two lots: • Lot One: Digital Platform; • Lot Two: Single View of the Customer. The Lots will be evaluated independently and therefore there may be one successful tenderer or two. This procurement process is being conducted in accordance with the Public Contract Regulations 2015, under an Open Procedure. The OJEU Contract Notice was placed on 24 May 2015. The Council is utilising an electronic tendering tool to manage this procurement and communicate with Tenderers. Accordingly, there will be no hard copy documents issued to Tenderers and all communications with the Council, including the submission of Tenderers’ Responses, will be conducted via the ProContract system, which can be accessed using the following link: https://www.businessportal.southeastiep.gov.uk Please note expressions of interest must be registered before the EOI close time of 09:00:00 Monday 4th July 2016. Completed tenders and supporting information should be returned no later than 12:00:00 on Monday 4th July 2016.
